To further consolidate the normative development consensus in the field of cosmetic efficacy claim evaluation, better provide scientific guidance for consumer's makeup and continue to promote the high-quality development of China's cosmetics industry, The Professional Committee of Cosmetic Efficacy Evaluation of China Association of Fragrance Flavour and Cosmetic Industries held the "2023 annual meeting of the Professional Committee of Cosmetic Efficacy Evaluation of China Association of Fragrance Flavour and Cosmetic Industries" in Beijing on Dec. 19. Yan Jiangying, Chairman of the Association and Chairman of the Professional Committee of Cosmetic Efficacy Evaluation, Vice Chairman of the Professional Committee of Cosmetic Efficacy Evaluation-Dong Shufen, Zhao Hua and Yang Cheng and expert members of Professional Committee of Cosmetic Efficacy Evaluation of the Association-Xu Liang, Zhu Ying, Yuan Ren, Su Jin, Xiong Xikun, Li Bin, Ma Lin, Chen Zhou, Li Deru, Lai Wei, Su Ning and Zheng Chunyang and nearly 120 representatives from the Association member unit and the member unit of Professional Committee of Cosmetic Efficacy Evaluation attended the meetind.

Yang Cheng, Vice Chairman of Professional Committee of Cosmetic Efficacy Evaluation presided over the annual meeting and Yan Jiangying, Chairman of the Association and Chairman of the Professional Committee of Cosmetic Efficacy Evaluation, made an opening speech. Chairman Yan pointed out in his speech that under the institutional opportunity provided by the Regulations on the Supervision and Administration of Cosmetics and its supporting regulations, a great progress had been made in the evaluation of cosmetic efficacy claims in China in terms of technology, talents, institutions, etc., but the development still needed to be further standardized. Chairman Yan also affirmed the work done by the Professional Committee of Cosmetic Efficacy Evaluation in the social co-governance of cosmetic efficacy claims, put forward guidance for the next work and hoped that all units would continue to support the work of the Association and the Professional Committee of Cosmetic Efficacy Evaluation as well as the industry parties would make concerted effort to promote the scientific and standardized evaluation of cosmetic efficacy claims and help the construction and realization of a new pattern of high-quality development of the cosmetics industry in China.

At the annual meeting, under the chairmanship of Yang Cheng, the Association released three group standards (Test Method for Cosmetic Repair Efficacy, Human Test Method for Cosmetic Acne Removal Effect and Test method for Cosmetic Nourishing Efficacy), Yan Jiangying, Chairman of the Association and Chairman of the Professional Committee of Cosmetic Efficacy Evaluation, Deputy Chairman-Dong Shufen and Zhao Hua as well as expert member-Xu Liang and Li Bin also issued certificates for the leading units, verification units and participating units of the three group standards to encourage all units to make contributions in the work of standard making. At the same time, the representative of the lead unit of the three group standards (Jiang Wencai, Director of Clinical Research Department, Shanghai Skin Disease Hospital, Shu Xiaohong, Director of Human Detection Department, West China Hospital, Sichuan University and Yang Yang, Efficacy Technical Manager of Cosmetic and Cleaning Care Products Service in China, SGS publicized the group standards to the representatives present at the meeting, respectively.

In the preparation process of the three group standards, the Professional Committee of Cosmetic Efficacy Evaluation insists on institutionalized management and clearly requires that the verification work must be performed for each group standard to ensure the scientificity, feasibility and universality of the group standards. Although this has extended the cycle of making standards to a certain extent, and the verification work was seriously hindered especially during the COVID-19 prevention and control, the relevant group standards formulated with strict requirements and high standards can better promote the standardized development of the evaluation field of cosmetic efficacy claims. The release of the three group standards is not the ultimate goal, and the Professional Committee of Cosmetic Efficacy Evaluation will continue to improve the technical content of the group standards in line with the development of the industry and technology.

Some problems in the field of cosmetic efficacy claim evaluation (such as the confusion of group standards, the lack of effective supervision of malicious competition among third-party testing institutions, the violation of the basic requirements and principles of human testing and the non-standard behavior of entrusted testing by enterprises) were analyzed and standardize development suggestions were offered in the speech with the topic of "current status and existing problems of cosmetic efficacy evaluation" prepared Liu Wei, Deputy Chairman of the Professional Committee of Cosmetic Efficacy Evaluation at the keynote speech link of the annual meeting.

Based on the topic-"analysis of experimental elements for evaluation of human efficacy of cosmetics", Tan Yimei, Executive Director of the Skin and Cosmetics Research Department of Shanghai Skin Disease Hospital analyzed the key points of management requirements, ethical requirements and scheme requirements in the human evaluation test of cosmetic efficacy claims with the representatives present at the meeting and put forward the quality control problems easily occurring at the time of human evaluation test of cosmetic efficacy claim and management suggestions.

With the topic-"technology and development of evaluation methods for cosmetic efficacy claims", Vice Chairman-Zhao Hua introduced how to carry out cosmetic efficacy claim evaluation in a compliant and scientific manner and emphatically introduced the principles and advantages of ultra-high temporal-spatial resolution miniaturized two-photon in vivo imaging system and hyperspectral evaluation method together with the representatives present at the meeting based on the requirements of laws and regulations and the construction of cosmetic efficacy evaluation system. He finally pointed out that the cosmetic efficacy claim compliance was the guarantee of product vitality, the cosmetic efficacy claim evaluation required comprehensive testing, scientific analysis and reasonable interpretation, and new technologies, new means and new methods would bring new support to the scientific and technological innovation of the efficacy claim evaluation of China's cosmetics industry.

With the topic-"positive and negative aspects of transdermal absorption--thoughts on the research and development trend of functional cosmetics", Deputy Director of Guangzhou Quality Supervision and Testing Institute-Professor-level Senior Engineer-Tan Jianhua shared the percutaneous penetration rules and research results of commonly used anti-freckle whitening agents and sun-screening agents with the representatives present at the meeting and put forward the research and development ideas of efficacy cosmetics on the basis of weighing efficacy against safety.

With the topic-"cosmetics industry standardization and digital intelligence solutions", Zhu Bogong, Chief Product Officer and Co-founder of Shanghai Yaocheng Health Science & Technology Co., Ltd. introduced the key points to be noticed and the new method of information management in the standardized development of cosmetic efficacy evaluation test for human body with the representatives present at the meeting.

To practice the theme of the annual meeting-"regulating the healthy and orderly development of the field of cosmetic efficacy claim evaluation", the Professional Committee of Cosmetic Efficacy Evaluation of the Association drafted the "proposal of adherence to the concept of quality, promoting integrity construction and giving play to professional value-law abiding and compliance promoting development" before the annual meeting and received positive response from nearly 30 medical and third-party inspection and testing institutions of the Professional Committee of Cosmetic Efficacy Evaluation of the Association. At the annual meeting, Director of Cosmetic Efficacy Evaluation Inspection and Testing Center (Beijing) of China National Light Industry Council and General Manager of Beijing EWISH Testing Technology Co., Ltd.-Wu Jinhao was entrusted by the Association to read out the proposal to the representatives present at the meeting.

The Association and the Professional Committee of Cosmetic Efficacy Evaluation will take the annual meeting as an opportunity to use the publicity of group standards, industry self-discipline and other forms to continuously promote the standardization and healthy development of China's cosmetic efficacy claim evaluation field to enable the efficacy claim evaluation to truly provide scientific guidance to consumers' makeup needs and make steady progress in the cosmetic efficacy claim social co-governance model.
